Rename access notes

Summary

The Archives Online Working Group would like the following fields renamed:

EAD tag	Current ArcLight label	Desired ArcLight Label
accessrestrict	Restrictions	Access Restrictions
legalstatus	Restrictions	Legal Status
userestrict	Terms of Access	Use Restrictions

accessrestrict and legalstatus&gt are currently combined into one field. AOWG would also like them separated and labeled as indicated above

Acceptance Criteria

• accessrestrict data is labeled 'Access Restrictions Label'
• legalstatus data is labeled 'Legal Status'
• userestric data is labeled 'Use Restrictions'
