Feature: Add support for Fuzzing in Makefile

Go 1.18 introduced Fuzzing as a method of testing

While there is nothing in the generated template that would interfere with Fuzzing, it would be nice to have an explicit Make flag to run fuzz tests. Can also trigger both normal and fuzz tests within the test-suite flag

This change would also require some minor documentation changes for the fuzz flag
