Add new system to NovelRT::Ecs::Graphics to handle viewport resizing instead of copying the system everywhere in samples.

Making this comment to generate a new ticket out of.

The issue is we have copied this system into multiple samples when it is actually a mandatory part of the pipeline. We should move this officially into NovelRT::Ecs::Graphics so the samples can be simplified and behaviour is consistent.
