Changes to the hsioblk-ctrl to enable the PCIe-PHY PLL Clock on the imx8mp, when generating PCIe refclock internally.

There are mainline patches for that which are tested for both internal & external clock, it's best to use those: |

This is untested when using an external PCIe refclock.
