Export and import (append) subsets of rules

Please, allow exporting by rule type, specially, only user-created Rules.

Importing, then, would also need to allow appending imported rules instead of replacing them all.

That would allow creating and maintaining a personal rule set that one can bring from one computer to another without messing with system-dependent rules.

I see the value of this, but this introduces a lot of complexity ...such as having to add filter to export logic, and then even more so, potentially complex "merge" logic when rule's are imported (as in what if an appended rule is a duplicated/or conflicts with an existing rule?).

Question, would a happy middle ground be

1. Export (just) user-created rules
2. On import these would replace all existing user-created rules?

So, more of a sub-set replace (all other non-user-created rules) would remain untouched.
