Parquet ingestion

Adds the check and read-in for parquet files to the read_otn_detections process.

I think the double PR was made as this is requesting merge into main whereas the other was requesting merge into dev.

I think main is closed now, right? So this should go to dev

Sure, it can go into dev. I thought main was appropriate since this was going to be part of the next release but if that's not the flow then that's no problem.

Oh, I may be the one misunderstanding. @chrisholbrook which branch do you want PRs to go to?

Please target dev with PRs containing new features, to be included in next release. When dev first deviates from main, advance version number (e.g., in this case dev should become v0.9.0.9001) and add new entry in NEWS.
Bug fixes can target main. In that case, they are merged with main, then main-->dev.
