Short registration info text disappeared

Looks like 9b7063b from @kimisgold made the short registration info setting not get displayed. If we want to get rid of that text, we should get rid of it throughout the code. If we want the hint about what guest users gain by registering, it needs to show.

The short registration information should be restored. It now sits in the admin bar, justified left.

Sorry, it occurs to me we should change the admin side fields so this is no longer indicated as a "dropdown". It's visible at all times, to all logged-out site visitors, whenever this plugin is active, so it probably needs more emphasis in the interface how omnipresent this text will be on the site.

Alternatively, maybe it should go back to being a dropdown? I'm not actually sure where this originally resided - was it something that appeared when you moused over "Login" and "Register"?
