Keyboard a11y of dropdown on `admin-bar` nav

Currently, the li on the dropdown stemming from the `menu-admin-bar-welcome` anchor on the `admin-bar` nav are not technically accessible via keyboard. Screen readers announce these items, but they are not available visually on screen via keyboard navigation as there is no toggle functionality to open the dropdown.
