Clarify clause 4 statement

Clause 4 states : "Both Wallet initiated and Issuer initiated issuance is supported."
Is this a statement? A requirement? A requirement for whom?

similar to #169, the intention has been for it to be a requirement for both issuer and the wallet. we might want to discuss this a little bit because mandating wallet-initiated issuance means the wallet needs to know the issuer identifiers beforehand

It is ok with me if we mandate both modes for the wallet. If the wallet supports wallet-initiated issuance it does not mean it always needs to use this mode. But it would be very useful to have it for the cases where the wallet knows the issuer (this will be the case for PID Providers for example).
So I support the initial intention, it just needs to be written explicitly.
