EPIC - Ask Me Anything

As Nova, I want to be able to communicate with community members to ask clarifying questions on practices and share my knowledge with others.

Acceptance Criteria:
GIVEN I am on any page in OPL
WHEN I click the "AMA" or "Chat" button
THEN a chat application opens whereby I can communicate with other users
