Redesign of FSRS logic in Elixir

Hello everyone,

I have reworked FSRS in Elixir, which I am currently using in my personal project. As inspiration, I used the Python version, which is very lively in terms of development.

I attach here a Pull Request . I hope this version will be useful for the community.
