Yes, but you need always to go to settings -> OsmAnd Cloud to check this.
During normal usage of OsmAnd you're not notified.

We could try implementing the following solutions:

1. Add a red dot (badge) to the profile/cloud icon on the map’s home screen.

2. Send a standard Android/iOS system push notification if background synchronisation has failed.
