DNS does not work if used as Qubes OS ProxyVM #1968

Describe the bug
DNS does not work if I attempt to run Lokinet as a ProxyVM. It does work if I run it as in AppVM with the network-manager service.

To Reproduce

  1. Install Lokinet in a Debian based template.
  2. Make a VM based on said template named sys-lokinet. Set it to use sys-firewall for networking. Tick the box Provides network in the advanced settings tab and give it the network-manager service in the service settings tab.
  3. Run Lokinet in sys-lokinet with loki.exit as the exit node.
  4. Make a new AppVM on a template without Lokinet installed. Set it to use sys-lokinet for networking.
  5. Observe that DNS does not work in the AppVM.
