[nexus-db-queries] Extract insert_pending_mgs_update() method (#8754)

This was a big (and growing) section of
`blueprint_insert_on_connection()`, and the rightward drift was starting
to get pretty extreme. This is purely mechanical; the only changes are
reformatting (e.g., rewrapping comment blocks).
