Create new Fedora CI accounts for prod and stg in src.fedoraproject.org

• Reach out to someone from Fedora infra to agree on the permissions/groups (we could go with the ones packit has or releng-bot ( we need to be able to set the commit statuses for all the repos)
• Create the accounts and generate the API keys, SSH keys, keytab; store in Bitwarden.
