Statement-store: RPC-API restructuring

Motivation

Current API is a bit stale and oversized we should remove all unnecessary methods and add new methods that are required for M1.
Apart from new method we should improve RPC result type. There is already PR for this.

Request

• implement RPC API according to spec
• improve RPC result type statement-store: New RPC result types #10421
• statement-store: Improve RPC Type Signatures #10469

Solution

Should be based on this specification #10452 that is based on these requirements
