Support Meinberg NTP cluster protocol

Meinberg has a hidden gem in their LTOS. It's called NTP cluster:

This is quite useful if you have stupid SNTP clients in your network with only one (S)NTP server entry. So you can have redundancy even for these boxes.

Would be great to have this mode (compatible) in ntpd-rs!

Integrating into what meinberg is doing is probably not going to happen, as they seem to not share how exactly they have implemented this, and I doubt they want to open this up as it is a clear competitive advantage for them.

Also, this feels like mostly an enterprisy feature. I don't feel it would be that important for us right now. However, if someone is willing to fund us for this we would be open to it.
