Charter: ADR198 (PR #556) — six Director rulings, 2026-08-12, made live in-session and approved. Spec: docs/superpowers/specs/2026-08-12-program-29-substrate-widening-design.md. Evidence: the adjudicated port-estate survey, PR #554 (reports/port-estate-survey-2026-08-12.md + 29 inventories + the BSL surface dossier).

The lane-building program that makes the port estate reachable: zero un-ported systems graded PORTABLE NOW; the six trains below open the waves.

Trains

  • T1 — carrier-node pattern doc (R6) → opens Wave B (~8 systems)
  • T2 — Query Slice 2: dyadic edge reads → Solidarity + the read half of the storage class
  • T3 — edge-attribute storage per R1-R3 (the D35/D65 keystone ruling) → the 11-system storage class
  • T4 — curves dossier → Director ruling session (R5) → the curve-bearing systems
  • T5 — structural-verb execution surface (§2.8 at tick) → the transition estate
  • T6 — TickDynamics re-read + charter (the one required re-read)

Port waves

Wave A (now): Territory (in flight), Production, Decomposition+ControlRatio. Wave B: after T1. Wave C: after T2+T3. Wave D: after T4. Wave E: per-charter (#536 Community post-AG(i), OODA split, Doctrine, Electoral clock).

Checkpoint A's gates are NAMED: T2/T3/T4/T6. WS1 stays at Checkpoint B (#502, 67-emission load noted). Close when all six trains and waves A-D are merged with evidence.
