PLIP: Upgrade `jQuery` to v4

Abstract

jQuery v4 was finally released on 2026-01-17. We should upgrade it in mockup.

Motivation

Keep the stack up to date.

Proposal & Implementation

1. Upgrade to latest jQuery version.
2. decide while upgrading, if jQuery makes sense at all or refactoring to native JS is better.

Risks

Upgrading the codebase to latest jQuery or even without jQuery could be very time consuming. Especially the current pat-plone-modal implementation using jquery-form needs attention.

We need a migration documentation for Add-on developers though, what they have to do if they upgrade their resources to latest mockup with jQuery 4.
