Bug - Basic config

The basic config has a bug.

The examples show one should create a folder + config '~/strawb/config'.
E.g. https://github.com/pone-software/strawb_package/blob/master/config,
https://raw.githubusercontent.com/wiki/pone-software/strawb_package/Config_File.md?token=GHSAT0AAAAAAB6OCODTA6JZYBEBIFTRGZI6ZAONLUA

But the ConfigParser searches for : '~/.strawb/config'
