Update release process

We should note that we want to run

• tier2
• tier3
• weekly (maybe)?

really we want a workflow that will do all these as a prep. perhaps we insert them as a first step before everything else kicks off. aka a new step in the flow. that is better than asking a human to do it.

i think we would be good with knowing that everything works with release runtime. We don't need to gate on debug runtime for a release.

I dont think we need to weeklies in place. Those are good to know and fix but, they shouldnt be a gating function.
