This spontaneously resolved after a restart.

I still think it's unexpected that it was allowed to happen at all, and creates a poor first impression, and should be fixed if a cause is found.

If it works as expected on one boot but not the other, maybe that's related to the order the panel and desktop icons surfaces are started; I guess Smithay/smithay#1819 may fix it.

You're right, it seems to be a random bug. It reappears randomly on boot later.

So yes hopefully the order will help.
