Adapt IIDM voltage regulation use #1353

Describe the current behavior
The voltage regulation is based on the iidm version 1.15.
Describe the expected behavior
The voltage regulation is based on the iidm version 1.16, related to the refaco done in issue core#3618.
Now some extensions are obsolete and the regulating objects directly owns the attributes to describe the regulation mode and targets. See the core issue and merg request to see the adaptation to make.
Obsolete extensions (to confirm after the merge of the pull request related to the core issue) :
- VoltageRegulation (des batteries)
- RemoteReactivePowerControl (generators)
- VoltagePerReactivePowerControl (StaticVarCompensator)
Describe the motivation
Be able to handle volage regulation object wih the new IIDM version (1.16) and no longer use some obsolete exensions
