Security analysis with LimitReduction having the NetworkElementIdListCriterion is not supported.

Security analysis with LimitReduction having the NetworkElementIdListCriterion is supported.
Describe the motivation
A LimitReduction having the NetworkElementIdListCriterion within a security analysis should be supported to allow to decide to apply a LimiReduction on the active operationali limits groups only on a specific list of nework elemen (identified by ther id).
