Upgrade RAO Parameters API with PstRegulationParameters and MarmotParameters

Describe the current behavior

Missing PstRegulationParameters
MarmotParameters will be created very soon in Java and will need to be passed on to pypowsybl API as well.

Describe the expected behavior

Both extensions are available in pypowsybl
Unit tests (test_rao) include tests with parameters with both extensions

Describe the motivation

Have the same parameters in pypowsybl as in java
