Basically, it's needed for those people who use external OTD and leave it as full area, but change mouse cursor sensitivity in osu!. SDL3 treats that input as a "pen", so mouse cursor sensitivity does not affect it now.

That sounds pretty fucked... I'm not even sure the solution to that. If external OTD is being treated as non-mouse then we need to fix that. Probably framework side.

Let's just close this and give up?
