FEATURE: allow for project local Collections

It would be nice to include a serialized collection in a projects repository. Nexus could then either:

• take a command line argument for location of a specific project
• search the cwd for a standard named file
• detect if in a git repo and search in root of git repo

or all three!

Great idea! This would be really useful for project-specific workflows and team collaboration.

Since Nexus already supports exporting collections as JSON, we'd mainly need to add the import/auto-load functionality. I like the approach of supporting all three discovery methods (CLI arg, cwd search, and git root detection), it provides good flexibility.

I’ll look into the next steps for the implementation
