[BUG] TC_GC_2.2 step 13 fails when PGA feature isn't used #43495

Reproduction steps
TC_GCAST_2_2 fails at step 13.
The join group command is supposed to fail with constraint error when using McastAddrPolicy=PerGroup when the feature PerGroupAddress (PGA) is not enabled but the command succeeds.
Bug prevalence
Everytime if run against an device with Groupcast cluster without PGA feature eabled.
