Prevent reordering of files in Structure Manager Tree #6946
Description
Current display
Since Files are reordered in the Order Manager, it is confusing to allow them to be ordered and mixed with Folders in the Structure Manager Tree.
Desired display
Files should sink to the bottom of their parent folder. Move Up and Move Down actions should be disabled when a file is selected in the Tree. Files can still be copy/pasted into other folders.

- within the next 3 weeks
- PO will prioritize
Sudden Priority Justification
Required if "asap" or "within the next 3 weeks" is checked. Add "Sudden Priority" and "Maintenance/Research" labels
Acceptance criteria
- Files are not able to be re-ordered in the Structure Manager Tree
