UI Change: Add Drag n Drop to Structure Tree for Moving Items and Reordering Folders #6972
Description
Current display
The current display empowers users to move items among folders with Copy/Paste key commands or the Action menu. It also allows users to reorder items within a folder using the Move Up/Down key commands or Action menu.
Desired display
The desired display will allow for both of these types of actions to also be accomplished using a nested Drag n Drop feature with one caveat: Folders are moveable AND re-orderable. Files are only moveable since the viewing sequence is done in the Order Manager.

Sudden Priority Justification
Required if "asap" or "within the next 3 weeks" is checked. Add "Sudden Priority" and "Maintenance/Research" labels
Acceptance criteria
- Using drag n drop, I am able to move a folder into another folder.
- Using drag n drop, I am able to move a file to another folder.
- Using drag n drop, I am able to reorder a folder.
- Using drag n drop, I am NOT able to reorder a file.
Implementation Notes
Figgy currently uses the Vue Draggable Plus library for the Order Manager. See the Nesting drag and drop demo for implementation information.
