[Flipper] Remove Configuration for :blacklight_hierarchy_publication_facet #5463
Description
What maintenance needs to be done?
The :blacklight_hierarchy_publication_facet feature is active by default and no longer under development. We no longer need to flip it on and off.
Level of urgency
- High
- Moderate
- Low
Why is this maintenance needed?
- This feature has been in production for some time. There is no need for it to be configurable any longer.
Acceptance criteria
- :blacklight_hierarchy_publication_facet is removed from the feature menu
- The feature remains active in the production system.
