Release 25.3 (October)

It's a bit early to file the next release tracking issue, but it can't hurt.

I will not have the time to be the RM for the next release. I will have little to no free time in October. So, @pypa/pip-committers, any takers? We can sort this out later, of course, but I wanted to make it clear that I am unable to take on this responsibility now.

I will not be available for the first two weeks of October, but I will be available after that. Happy to take on the next release based on that understanding. Also don't mind if someone else wants to do it!

@sbidoul how is the removal of legacy (regular/editable) builds going? Do you think you'll be able to get it done by October?

@notatallshaw FYI, the non-standard wheel filename deprecation is scheduled for removal in 25.3. I'd prefer if we got the PR in earlier rather than later.

Also, everyone else, there are lots of major features being worked on. I would appreciate additional reviews on these PRs:

• Add build constraints #13534
• Implement --exclude-newer-than #13520
• Support Direct URL editable requirements #13495
• Install build dependencies in-process #13450

I still need to finish the last PR (inprocess build deps) but the other three are ready for review now.

Yes, I will have it some time in the next couple of weeks, the hold up has been making sure I am correctly testing the behavior of ignoring wheels with invalid names.

As it happens, there is a difference between --find-links when it points to a file directory (which already filters invalid sdist and wheel names using the packaging functions) and using an index (which I've not carefully looked at the collector code so I want at least one functional test that shows it ignores rather than errors out).
