some `cl-quil` tests fail after `cl-quil/discrete` is loaded

Reproduction:

(asdf:load-system "cl-quil/discrete")
(asdf:test-system "cl-quil")
```

The tests that fail are `TEST-EXP-PAULI`, `TEST-TRANSLATORS`, and `TEST-PAULI-MATRIX-P`.
