Have the map legend be unlocked from the start

this is pretty easy and can be done a few ways.

• just change the string table, so that the OFF texts are the same as the ON texts. would want to make sure we respect localization if we do it this way
• edit the LUT (803a755c in NTSC) to point at the same string names for each entry
• edit the LUT to look at some other item, which we can assume the player always has
• edit the comparison from if (capacity < 1) to if (capacity < 0) or something, so that it always passes

also, I believe if we set the AutoMapperDarkWorldButton env var, that will reveal the button to swap between light and dark world
