Add Functionality to Sell Vehicles in the Vehicle Purchase Handler

Currently, players can only buy vehicles through the vehicle purchase handler in Arma 3 Overthrow.
Players should be able to access an option within the vehicle purchase handler to sell their vehicles for in-game currency or resources.
