jboss_admin::module should allow a ${server_base_path}/bundles modulepath

OSGi capabilities can refer to jboss modules in the modules directory or in the osgi bundles in the bundles directory. 
An option in jboss_admin::module should be added to cause the module to be created in the bundles directory. Note that these "bundle" modules do not require a module.xml file.
