add constraint for validating attribute values

the constraint to validate element text values is working fine. In case of `<annot resp="DR"/>` another constraint is needed that calles an specific element `<editor key="DR">Dennis Ried</editor>` and checks if the attribute value of `@resp` is defined in the settings (`editor/@key`)
