enable the REQUIRE_AUTHOR flag #2678
Description
I can't enable the REQUIRE_AUTH flag when the account already has a signer
I read in the document that it says:
The transaction cannot succeed because the sender already owns objects in the ledger. For example, an account cannot enable the lsfRequireAuth flag if it has any trust lines or available offers.
I see an account with a signer will change the value of OwnerCount, if OwnerCount != 0 then this flag will not be enabled.
is it fair or not?
