Balance change of 10 XRP attributed to "exchange" that hasn't appeared to occur

This transaction, an OfferCreate that does not seem to have been crossed and still stands on the ledger, has been parsed by the historical data api to report a 10 XRP balance change, that itself doesn't appear to have affected the ongoing balances:

It appears this may be a double-reporting of the Fee, once correctly (and deducted from the ongoing balance changes), and once with the drops processed as XRP and no subsequent deduction made.
