I've run it by @bthomee several times now that I want this to be the Conan test target for libxrpl as it small, useful, neglected and deserves some TLC.

I'd say it's on the docket.

Should this validator-keys tool be:

1. An independent binary => Best to move this repo to the XRPLF org as-is.
2. A semi-independent binary => Can be moved into the rippled (xrpld) repo, but as a separate build target (just like "docs").
3. An embedded binary => Can be moved into the rippled (xrpld) repo as a library, which can then be called via ./xrpld --validator-keys or something equivalent.

Any preference?
