allow specialisation for

• files containing list of packages/classes/methods to be left alone - e.g. used by some external tool
• files/args containing list of annotations names that indicate the items to be left alone
• files containing list of additional entry points
• files containing list of annotations names that indicate the items entry points
• allow a subclass to extend this programmatically
