Manage access to the GCP accounts of the backups via terraform

In #122 we created the backups, but we want to write people who have access to the accounts in terraform, so that access it's easier to inspect, track and update.

Infra admins should have owner access to the staging account, while Walter and Joel should have owner access to the prod account.
