Should team charters be tracked in this repo?

Coming from #1650, I thought we already tracked team charters in the team repo, but we don't.

Would we want to have a link to a webpage, or an inline text block of the charter in the team repo itself?

Would we want to make that visible somewhere, like forge or the governance pages?
