Detect when a repo is not tracked

Recently we added many repositories in the team repo. See: https://github.com/rust-lang/team/tree/master/repos

how do we make sure that no other repositories are created manually? We could add a CI check that runs periodically and fail the job if repos from our organizations contains repositories not tracked by the `team` repo.
