Create mechanism in Sphinx coding guidelines extension for supporting guideline reference => references addendum generation

A prerequisite to be able to accomplish #7

• generating reference addendum, that links to the coding guideline
• generating a link to a safety-critical or security standard when able to and appropriate (e.g. MISRA C, CERT C)

I can look at (or ask internally :-p) how the FLS info in spec.lock is generated here, but one way to do this is to generate something similar for both MISRA C and CERT C, ideally automated. It probably helps that the FLS is also maintained in Sphinx with Sphinx needs, and the other two probably aren't. But it doesn't mean you can't generate a similar data structure for them in other ways.

And then have an optional link to one of those, or another thing. Maybe with a fallback to a plain URL for other cases.

But that's a lot of handwaving about how that all works.
