Our action items call for detailed guidance on how to document changes to the descriptive and administrative metadata in terms of what should be documented, in what form it should be documented, and which changes should be considered part of the cumulative permanent record documenting the description over time.
Rather than folding these requirements into existing chapters, would it make more sense to bundle them in a new chapter or section?
