BUG: Installation requires admin but no ULA prompt is ever requested.

What happened:
Error writting and creating folders, after a bit of fiddling (and spamming the ignore button) concluded it lacks permissions, (end installation said permission denied).

What did you expect to happen?:
Portmaster should install correctly by at least asking to run as admin.

How did you reproduce it?:
I use a USER account because that should be the safe and default way of using any machine.
portmaster installer seems to expect to be run inside an ADMIN account, and never asks for permission escalation if ran inside a user account.

Once I ran it manually as admin it installed correctly.
