Use meson-python to build #33
Description
Parallel builds of pplpy fail "randomly" due to pypa/setuptools#3942. They're also slower than they would otherwise need to be, since the same source file is compiled repeatedly.
Porting to meson-python would let us fix these issues, and is something we're working on anyway elsewhere in sage.
