Restart last update process

Restar the last filter update process if it was interrupted before its completion. (for example, when PM2 restarts the application without my request and does not write logs about it)

Save the status of the last update (database update date, filter update date and the current stage in a json file on the server). If the current stage is not empty, then when the application starts, it should start from it.

Make a separate route that will return the contents of this file (part of the health section). The dates of the latest updates should also be added to the main routes - stock / screener.
