Deprecate ResourceListWriter

Descriptive summary

The ResourceListWriter is currently broken for repositories with over 50,000 collections + works + filesets, and broken for non-ActiveFedora repositories, and the function of a sitemap has been replaced by BlacklightDynamicSitemap.

We should deprecate this feature and remove it in the next major (or minor?) release.

Steps to reproduce the behavior in User Interface (UI)

1. To see totally broken behavior in non-ActiveFedora repositories, see https://pg.nurax.samvera.org/resourcelist
2. To see non-paging behavior, try to add the /resourcelist as a sitemap to Google Search Console for a repository with more than 50,000 collections, works, and filesets combined, e.g. https://marian.hykucommons.org/resourcelist. It will be rejected as too long, since there's no pagination.

Acceptance Criteria/Expected Behavior

• ResourceListWriter is marked as deprecated, and to be removed
